you seperate hydrogen and oxygen using a less than efficient alternator,add that to the petrol or diesel burn in a less than efficient internal combustion,and you get an extremely fast flame front thru vapour in the cylinder head.
this increases the total amount of fuel burnt before exhaust therefor decreasing the amount of unburnt fuel ejected.
it follows that if your completing the burn then you dont need to put as much petrol/diesel in to acheive the same amount of work.

However, an alternator isn’t 100% efficient, and an internal combustion is way off high efficiency. Correct me if I’m wrong, but the alternator will draw as much power (within reason) as is necessary to maintain voltage etc, so you’re separating water into H2 and O2, and then recombining, which due to entropy etc means you will lose out, and then ultimate expect an efficiency gain out of it (in the form of better MPG)?

It works,easiest retrofit is to older style engines,and diesel engines,because modern fuel injection uses Oxygen sensors to adjust fuel flow rates to the incoming air,and since there is one part O to every 2 H’s in the ‘water gas’ the engine management see’s more O coming in and ups the fuel ratio.
